Pursuant to 2 GAR 3109 (i)(1) states in part:  Amendments to Invitations for Bids shall require that the bidder acknowledge receipt of all amendments issued.  In addition, 2 GAR 3109 (i)(2) Distribution states in part:

Amendments shall be sent to all prospective bidders known to have received an Invitation for Bids. 

Pursuant to 2 GAR 3114 (h)(1) states in part:  Proposal and modifications shall be time-stamped upon receipt and held in a secure place until the established due date.  A Register of Proposals shall be established which shall include for all proposals, the name of each offeror, the number of modifications received, etc.
